Welcome to Pilot Butte. We are a town of approximately 2700 residents, a community on the move to the future. Pilot Butte, just 8 miles East of Regina, with its quiet country ambience, many rec programs, excellent school and with its proximity to big city amenities, is a great place to raise a family.
We offer many recreational facilities, such as a community rink, a community hall, four outstanding ball diamonds – one of which has lights for night games. We also have an annual Rodeo which is held on Father’s Day weekend of every year. The Butte itself is a centre for winter fun, offering great tobogganing opportunities for families to enjoy.

A note in regards to Possession Dates and Title Changes:
As explained below, the Town will be using the date of title transfer as noted in ISC documents as a baseline on which to send final utility billings and any other related information. The transfer of title is the final point of sale. This is the document used for Transfer of Title.

The Town of Pilot Butte offers two ways in which residents can receive their Utility Notice, Tax Notice, Assessment Notices and receipts; by regular mail or by electronic e-billing or electronic receipts.
The Town would like to encourage residents to sign up for e-notices and e-receipts. By receiving your Utility, Tax Assessment Notice and/or receipts electronically, the Town saves on the costs of paper, labour and postage and of these postage being the most significant cost. Currently we produce over 9500 pieces of mail annually related to Utility Notices.
If you would like to have your Town related notices and Town related receipts sent by e-notice, please note that a Consent Form must be filled out and returned to the Town Office in order for the Town to process your request. Please refer to the fillable consent form below. By submitting the form to the Town Office, you are agreeing to receive the requested Notices via email/e-notice.

Please read the following terms and conditions carefully, as they contain important information that should be known before subscribing to the e-notice service.
When you agree to the terms and conditions of this service, you will no longer receive a paper invoices from the Town of Pilot Butte.
The customer is responsible to pay in full and on time. Failure to receive or loss of utility/tax notice/e-notice email notification will not be accepted as reasons for either non-payment or for exemption of late penalties. For timely payment, please provide your banking institution 3 business days.
Payments can be made at the town office during regular business hours at 222 Diamond Place by cash, cheque, debit, or through OptionPay (for more information on OptionPay click here).
Cheques can be mailed to the Town Office to Box 253, Pilot Butte, SK. S0G 3Z0 with your payment stub. Please do not send cash.
A mail slot is conveniently located along the East Entrance to the Recreation Centre on the South side of the doors.
Payments can be made via internet banking. Please use your correct Utility or Tax Account Number.
The tax notices are sent at the end of May and are due December 31st of the year in which the notice is issued. Any amount unpaid by December 31st will be carried forward to the new year and will be subject to a 1.5% penalty on the first of every month thereafter until paid.
8% discount for any tax amounts paid before June 30th
5% discount for any tax amounts paid from July 1st to September 30th.

You may pay any of these bills in person at the Town office by cash, cheque, debit or Option Pay credit card https://pilotbutte.ca/local-government/optionpay/ , or you may pay on line as you would any other on-line bill by choosing either the “Town of Pilot Butte”, or “Pilot Butte, Town of” as the payee. If your bank requires a 7- digit number please add 0’s to the front of the number until the desired number is reached.
The Town does not offer a monthly Tax Installment Payment Program (TIPP), however you may make online payments regularly/at your convenience to accumulate a credit in your tax account in preparation for the next Tax Notice.
Online payments should be made in advance of the due date, as it can take 3-5 business days for the Town to receive the payment.
Receipts for tax payments will be sent by mail, or you may choose to receive these receipts by email.

Utilities are billed in the first day or two (depending on weekends) after the month in which the usage occurred and are due at the end of the billing month. Again, penalties apply to unpaid bills. The town does not send out utility receipts when payments are received online or by cheque.
We encourage new residents to call into the Town Office when they move to town. Water service is rarely turned off. We will transfer the billing into your name when we receive confirmation of the title change from ISC using the date of official title transfer.

The Town of Pilot Butte now uses the Voyent Alert! notification system to keep residents informed on day-to-day notices, general information and critical information. Examples of notices sent using this system include but are not limited to town events, road closures, policy or procedure changes which effect residents and local emergency alerts, as well as reminders for collection pick up days. Residents can choose to personalize their preferences to specific topics of interest or all notice notifications. The Town does not use this system for private events or for lost animal notifications.

Pilot Butte has a Dog and Cat Control Bylaw which requires owners to purchase a license for pets. The license is $20 for neutered pets and $40 for those not neutered; the license being for the lifetime of the pet and not being transferrable to another pet or owner.
Dogs and cats are to be contained on the owner’s property. It is against the law to have pets running free outside of your own property. This means that you cannot open the front door and allow your pet out to defecate in the neighbourhood at will. When walking your dog, please have him on a leash and be prepared to pick up droppings. Please also collect droppings on a daily basis in your own yard, particularly in the hot weather, so as not to interfere with your neighbour’s enjoyment of their back yard.
Barking dogs disrupt the peace of the neighbourhood. If your dog is new to Town and is left outside while you are away during the day, you may not be aware that he barks non-stop. Please try to ensure that your right to have your dogs outside on your own property does not infringe on your neighbours right to a peaceful existence.

Once you have registered your pet, you will have to come down in person to collect your tags. The tag holds a number only and does not reference either you or your dog by name, phone number or address.
If your house is a new home, the Town will deliver a waste, recycling and compost cart to your residence on your request as you move in. If not, there will be carts already there. The carts have numbers stenciled into them. Please note these somewhere in your home as, when the wind blows as it often does on Thursdays, sometimes the carts blow away down the street along with all of the neighbour’s. It is good to know which carts are yours.
The Town has created a list of Bin Serial Numbers and the addresses they belong to. This list is designed to help residents ensure they have the right cart after stormy weather and can return any bin that is misplaced.

Garbage and Recycling are collected on a biweekly basis on Thursdays, which means garbage is collected one week, recycling the next. Please have carts to the curb by 7:00 am. There is information on the website as to what materials may be included in the single stream recycling. Compost carts are collected weekly, every Monday from April to the end of October. During the winter months (November – March) compost carts are only collected monthly on the first Monday of each month.

The Town offers metal recycling at the Town Compound on Railway Avenue during regular business hours.

Town Boulevards are provided to residents for the parking of vehicles which are in daily use between the months of May and October. Town Boulevards are never intended for storage of campers, automobiles, trailers, boats, or any other item owned by residents.
During the winter months, November to April, the Town expects that all vehicles, etc. (except those in daily use) will be removed from boulevards for the facilitation of operations of the Town (e.g. snow removal). AT NO TIME may vehicles be parked for periods longer than 72 hours on the pavement of any curbed street and may NEVER be parked on the pavement of a street with no curb. During times of imminent snowfall, the Town hopes that residents will be mindful of the safety of the Town workers and their own property by removing vehicles from both street and boulevard, curbed or otherwise.

When builders or developers take out a building permit for a new home, they pay a building deposit which is comprised of two parts. The first is returned to them on completion of certain requirements. The second is the landscaping deposit which is kept for return to the new owner on completion of front and back yard landscaping.
In order to qualify for this rebate, the owner must:
• Ensure coverage of the premises with grass or other landscape material to the point that no weeds or unsightly vegetation may be allowed to grow, and where there is no danger of erosion of soil either by wind or water, that will affect other private or public properties.
• Not change the elevations by any amount that will affect neighbouring properties.
• Complete the landscaping within 3 years of the date of the original permit submission.
• Contact the Town Building Permit Officer when the work is complete for an inspection by emailing permits@pilotbutte.ca. Photos are appreciated. On passing inspection, the $1,000 is returned to the homeowner by cheque after the next Council meeting.
Please note that while fencing, or trees, or landscaping features beyond the coverage of bare ground are not required for repayment of the rebate, the Town appreciates those residents who beautify their property by adding these elements.
