Position Objectives:

The Junior Asset Manager/Utility Clerk works under the direct supervision of the Director of Water, Wastewater and Public Works. This position is responsible for the ongoing development and management of the Town’s Asset Management System, as well as supporting utility billing operations.

 

The role performs a variety of clerical, accounting, and customer service duties related to utility billing, including processing bills and payments, maintaining and managing utility accounts, and responding to customer inquiries.

Duties and Responsibilities:

Junior Asset Manager

  • Development of the Towns Asset Management System
  • Asset inspections
  • Asset condition reporting
  • Assist in maintaining asset inventories, including updating GIS databases withinfrastructure information.
  • Support the Asset Management team in data entry, reporting, and mapping of municipal assets (roads, water, sewer, parks, etc.).
  • Conduct basic research and analysis related to asset condition and lifecycle management.
  • Work with the public works and planning departments to gather data on municipal assets.
  • Perform administrative tasks such as updating GIS software, scheduling projects, and report preparation.


Utility Clerk

  • Oversee the establishment and updating of utility accounts, inputs meter readings, calculates and distributes accurate invoices to customers, and processes final bills for move-ins/move-outs.
  • Respond to in-person, telephone, and written inquiries and complaints regarding utility bills and services, explaining Town policies and procedures, and directing customers to appropriate departments.
  • Monitor accounts receivable, establishes payment arrangements, issues collection notices for delinquent accounts, and recommends service disconnection where necessary.
  • Manage data transfers between systems, reviews utility billing information and reports for accuracy, and makes necessary adjustments and corrections. 
  • Maintain comprehensive and accessible records of all utility transactions, correspondence, and financial activities, ensuring they are available for audit and review purposes
  • Other duties as assigned

Desirable Training and Experience:

  • Diploma or certificate in Geographic Information Systems (GIS), Civil Engineering Technology, Business Administration, or a related field.
  • 1–3 years of experience in municipal asset management or a related role.
  • Basic proficiency in GIS software (ArcGIS, QGIS, or similar) for mapping and asset tracking.
  • Working knowledge of computers and relevant software, including Microsoft Office (Word and Excel), accounting software, and utility billing systems is essential.
  • Familiarity with municipal asset management principles, including infrastructure data collection and condition assessments.
  • Strong attention to detail, organizational and problem-solving skills, the ability to work independently or as part of a team, and a commitment to confidentiality.
  • Effective written and verbal communication skills.
